The Chief of Accounts and Budget, (Army), Major General Adetokubo Fayemiwo has charged the Nigeria Army financial personnel to be proficient and innovative in the discharge of their duties.
Major General Adetokubo Fayemiwo who gave the charge at the ‘Training Week 2025’ for it’s finance personnel with the theme, “Digital Finance Innovation: Building Competent 6 Division Finance Personnel For Smart Financial Management of Nigerian Army Financial Resources,” held on Thursday at the 6 Division of the Nigeria Army, Port Harcourt, Rivers State, said innovative and proficient financial management would ensure that financial services are rendered to all personnel, units and formations at the right time and place.
General Adetokubo Fayemiwo called on those entrusted with its financial management to conform with extant regulations and remain professional in their conduct.
To ensure the realization of prudent financial management, General Adetokubo Fayemiwo said he has made it mandatory for all Nigerian Army Finance personnel to be adequately trained to carry out their duties at all levels saying that refresher courses are also being introduced for Warrant Officers, WOs and other senior commanding officers.
He said. “In pursuit of my training objectives for Year 2025, I directed all Division Finance Offices to conduct a Division al Finance Training Week to address the training needs of their personnel. This is because vacancies for central training programmes and events are limited. I am glad to be here with you all to witness the conduct of 6 Division Finance Training Week 2025.
“In line with the theme of the training week, topics have been carefully selected to address the contemporary needs of 6 Division Finance personnel. I enjoin you all to be actively involved in the training sessions and derive maximum training benefit from the session
“I approved the theme of this year’s Training Week as “Digital Finance Innovation: Building Competent 6 Division Finance Personnel for Smart Financial Management of Nigerian Army Financial Resources.
” The theme is centred on topics that would equip Nigerian Army Finance Corps personnel serving in 6 Division with requisite skills to provide effective services to units and formations as well as Nigerian Army personnel within the Division’s area of responsibility.
” Training is one of the pillars of the Chief of Army Staff Command Philosophy which is focused on “a Well-Motivated and Combat Ready Force that can Effectively Discharge its Constitutional Responsibilities at all times.” Therefore, this training week will serve as one of the several media activated to realise the Chief of Army Staff’s vision for the Nigerian Army.
“The Division Finance Training Week is designed to address the training needs of Finance officers and soldiers at the division level. It provides a good platform for updating personnel on contemporary government financial policies, financial best practices and their implications on accounting for Nigerian Army funds.
” The duties and responsibilities of the Nigerian Army Finance Corps is central to the performance and effectiveness of the Nigerian Army both in war and peace times.
” I have mandated all Nigerian Army Finance personnel to be proficient and innovative in the discharge of their duties. This would ensure that financial services are rendered to all personnel, units and formations at the right time and place. They are to conform with extant regulations and above all remain professional in their conduct. To ensure this, I have made it mandatory for all Nigerian Army Finance personnel to be adequately trained to carry out their duties at all levels. Refresher Courses are also being introduced for WOs and other senior army officers.
He commended the Chief of Army Staff for what he described as his unwavering moral and financial support towards all Nigeria Army Fiance Corps activities and operations saying that his strategic guidance remains it’s source of encouragement.
Earlier in his welcome address the General Officer Commanding 6 Division of the Nigeria Army , Port Harcourt, Major General E.E Emekah said the training program aligns seamlessly with the command philosophy of the Chief of Army Staff, which he said places emphasis on competence, accountability, and initiative at every level of command.
He said the year 2025 has presented daunting challenges but through resilience, professionalism, and commitment, the Division under his watch have continued to deliver on its mandate particularly in its efforts to curb oil theft and safeguard critical oil and gas infrastructure.
He said , the deliberate and coordinated efforts of the Division have directly contributed to the steady rise in crude oil production, which pointed out have increased from 1.2 million barrels per day to 1.85 million barrels per day in July 2025 saying that achievement was the highest figure recorded in over a decade.
“This achievement is not only a testament to our resolve but also to the synergy of all components, including the finance department, in sustaining operational effectiveness,” he stated.
He commended the officers and men of the Division Finance Department remaining steadfast, diligent, and professional in discharging it’s duties without prompting.
